Tender process starts for £116m East Leeds orbital route

Leeds City Council has started the tender process for the construction of the £116m East Leeds Orbital Route.

The route, which is critical to the eastward expansion of the city, will run from the Outer Ring Road at Red Hall round the east side of Leeds to Thorpe Park joining a new Manston Lane Link Road where it connects into the existing highway infrastructure and link to the M1 motorway. The construction of the new route is expected to support the development of 5,000 new homes.

The project will be broken down into three phases: A6120 Outer Ring Road – Advance Junction Improvements; main ELOR works: and A6120 Outer Ring Road Improvements/Enhancements.

The value of the main construction contract for the 7.5km dual carriageway is estimated at £75m and the route will provide the extra capacity to support increased traffic from new development in the East Leeds extension, as well as relieving congestion on the existing network.

Funding for the project is being provided by the West Yorkshire Plus Transport Fund and developers. Contractors interested in bidding for the project have until 21 December 2016 to apply, with the aim being to start building the new road in spring 2018 and finish sometime in 2021.

Leeds City Council will negotiate the contract and the PQQ and tender documentation is available from the YorTender website using scheme number DN219312.
